https://www.mediafire.com/download/sucny721ait7tyoScript can handle multiple guys but there is a limit to the amount of skinned cached verts and ragdolls that can be used so dont add too many.
If you use noclip ingame and your tag_origin or tag_eye goes into a caulk wall it will reset the ragdolls until you restart the map.
The script_model can be swapped with most codwaw character models.
The case brushes are to show where the ropes will be ingame. They can be deleted.

For static objects(non ragdoll) you can use constraints and ropes within radiant to do the same. Ex. Floating/bobbing boat with rope attached to dock.
