Also that would cause every user map to have the same changes which also some people may not want in a lot of cases, those of us working on multiple projects at once may want to have separate custom changes that are map/mod...

I have not played with rotation yet in b ops3.. however in WAW, I usually just Play around with the kvps until it looks right. Also rotation starts from the xmodels handle (origin) so keep that in mind if your rotation seems to happen on a strange angle / axis.

yeah, zniic is right the aa settings are not the issue here. Im using the default starter and getting this same issue as well.
