A lot of normal/specs get messed up by Tom's programs.
are the "bugs" also ingame?
sometimes are the asset-viewer buggy.. had also some bugs with it, but ingame all works perfect..

Yes the texture bug appears in game, asset viewer, but not radiant

ok but are you sure that your materials for the model aren't still using the broken normalmaps and specmaps?
And yes Tom's tool does break textures from games newer than CoD5 all the time.

Ive deleted the ported xmodel and images and GDT and re-did the process but I still get that problem.

Dude, select legacy encoding for the normal maps and recompile them (textures, not the models).
You didn't answer the question. Look in asset manager and see if you are loading any NORMAL OR SPECULAR MAPS for the materials...

I've never noticed models having that kind of issue, try removing the normal maps entirely.
